Current Regulatory Landscape
- The Netherlands' NVWA enforces MOAH action limits since 1 January 2024:
- 0.5 mg/kg for low-fat or dry foods (≤ 4 % fat/oil)
- 1 mg/kg for foods with higher fat content (≤ 50 %)

The Benelux region is moving toward alignment. Belgium’s policy promotes MOAH levels “as low as technically achievable,” while Luxembourg follows EU guidelines in coordination with its neighbours.
At the EU level, a formal regulation is pending (expected by the end of 2025), with enforcement anticipated from 2027.
